Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

The Embassy has raised the issue of sanctions with the MFA,s 
Asia Department.  As a result of elections      on October 
21, senior MFA leadership will change, and our formal 
response to reftel may be delayed.  Our interlocutor 
indicated he will seek to provide a formal response after 
November 5.
