Understanding cables

SUBJECT: REQUEST FOR WEEKLY UPDATE ON DARFUR PEACEKEEPING 
DEPLOYMENT 
 
1.  PURPOSE:  This is an action request.  The Department is 
increasingly concerned about the pace of peacekeeping 
deployment to Darfur.  In order to provide more assistance in 
speeding deployment, the Department will be meeting more 
regularly at the Assistant Secretary-level.  In order to 
support these efforts, the Department asks USUN to please 
provide weekly updates in a front-channel cable regarding the 
deployment of the United Nations-African Union Mission in 
Darfur (UNAMID) and the UN Light and Heavy Support Packages 
for the African Union Mission in Sudan (AMIS).  We are 
particularly interested in the following: 
 
A.  Establishing UNAMID headquarters and command. 
      1.  Allocation of senior posts 
      2.  US military advisors 
 
B.  Financial arrangements to cover troop costs. 
 
C.  Force generation. 
      1.  Troop commitments, including readiness, UN 
Department of Peacekeeping Operations 
deployment visit scheduling, and timelines 
      2.  Helicopters and transport units. 
      3.  Police:    Individual police. 
                        Formed Police Units (FPUs). 
      4.  Possible donor support. 
 
D.  Deploying the Heavy Support Package. 
      1.  Complete expansion of seven camps. 
      2.  Deploy two new battalions for AMIS. 
 
E.  Deploying the UNAMID Early Effects package. 
 
F.  UN assumption of USG Operations & Maintenance Contracts. 
 
G.  Transfer of USG assets to the UN. 
 
H.  MINURCAT, including recruitment of individual police and 
FPUs. 
 
2.  TIMING: We would appreciate your cable by close of 
business every Thursday and your participation in an 
interagency conference call every Friday or as otherwise 
scheduled.
