RIGHTS VETTING FOR U.S.-SPONSORED TRAINING

1.  Following an Embassy review which identified no 
derogatory information, the Department reviewed its files and 
identified no derogatory information on the following 
Ukrainian State Border Guard Service (SBGS) officers who will 
visit the Federal Law Enforcement Training Center/Department 
of Homeland Security (FLETC/DHS) in Glynco, GA to work with 
the FLETC staff on curriculum development and training 
initiatives for SBGS' transition to a civilian law 
enforcement agency.  The SBGS will also attend the 
International Association of Chiefs of Police (IACP) 
Conference in New Orleans, LA.  The SBGS officers will be in 
the U.S. from October 11-21, 2007.    This vetting is 
pursuant to the Leahy Act.

United States and take part in the above-mentioned programs 
from October 11-21, 2007.  Note that if at any time Embassy 
becomes aware of any information regarding incidents which 
could be deemed to be credible information of a gross 
violation of human rights by any unit involved in USG-funded 
training, Embassy should so inform the Department.
