1.  (U) This is an action request.  Please see para 4. 
 
2.  (U) Singapore's Ministry of Foreign Affairs provided the 
following diplomatic note concerning its candidate for the Air 
Navigation Commission of the International Civil Aviation 
Organization (ICAO).  We will send an electronic version of the 
candidate's CV under separate cover. 
 
3.  (SBU) Begin text of MFA diplomatic note: 
 
MFA/IOD/00705/2007 
 
The Ministry of Foreign Affairs of the Republic of Singapore 
presents its compliments to the Embassy of the United States of 
America and has the honour to inform the latter that the Government 
of the Republic of Singapore is presenting its candidature for 
re-election to the Air Navigation Commission of the International 
Civil Aviation Organisation (ANC) at the next election of the ANC in 
December 2007 in Montreal, Canada.  The Ministry has the honour to 
attach with this note a CV of Singapore's candidate to the ANC, Mr 
Mervyn Fernando. 
 
The Ministry has the further honour to propose an exchange of mutual 
support whereby Singapore would support the United States of 
America's ANC candidature in 2007 in exchange for United States of 
America's support of Singapore's ANC candidature at the same 
election.  If the Government of the United States of America agrees 
to the above-mentioned proposal, a written indication would be 
highly appreciated. 
 
The Ministry of Foreign Affairs of the Republic of Singapore avails 
itself of this opportunity to renew to Embassy of the United States 
of America the assurances of its highest consideration.
