1. Per reftel, PolOff met on October 5 with Alejandro Solano 
Ortiz, Deputy Director of Foreign Policy of the Ministry of 
Foreign Affairs (MFA) and Julio Matamoros, Vice Minister of 
Energy (MINAE) and secured a tentative list of attendees to 
the March 2008 Washington International Renewable Energy 
Conference (WIREC 2008). 
 
2. The Ministerial-level delegation is as follows: 
 
-  Bruno Stagno, Minister of Foreign Affairs and head of 
delegation. 
-  Julio Matamoros, Vice Minister of Energy 
-  Paola Arias, MINAE expert in renewable energy issues 
-  Magda Rojas Castillo, technician of the MFA Environmental 
Concerns Section 
-  Linyi Baidal Sequeira, technician of the MFA Environmental 
Concerns Section 
 
3. In addition, Ana Villalobos, Environmental Officer (and 
DCM) at the Costa Rican Embassy in Washington, will attend.
