Understanding cables

(SBU) On October 31, econoff delivered points conveyed in 
reftel to Sellam Berrada, Chief of Staff for International 
Organizations at the Ministry of Foreign Affairs.  Berrada 
said he could not speak for the GOM, but foresaw "no reason" 
why Morocco would not support re-election of the U.S. to 
Category A of the International Maritime Organization (IMO) 
Council.  He pledged to share our desire for re-election with 
the appropriate Moroccan officials and to inform us of any 
negative response.  Comment:  In the absence of subsequent 
notification from the GOM, we can expect Moroccan support.
