Understanding cables

1.  (SBU)  Poloff delivered reftel demarche to Raphael Trapp, 
MFA desk officer covering the Rights of Women and Children on 
October 16.  Trapp said the French support the resolution in 
principle, but national preferences aside, they are obligated 
to join the EU consensus. 
 
2.   (SBU)  Without detailing the debate on this subject 
within the EU, Trapp urged the U.S. to press the Portuguese, 
as coordinator of the EU position.
