Understanding cables
Every cable message consists of three parts:

If you find meaningful or important information in a cable, please link directly to its unique reference number. Linking to a specific paragraph in the body of a cable is also possible by copying the appropriate link (to be found at theparagraph symbol). (SBU) According to Louis-Philippe Sylvestre, Deputy Director 
(Chemical and Biological Weapons) in the Non-Proliferation 
and Disarmament Division of Department of Foreign Affairs and 
International Trade, Canada's Deputy PermRep in the Hague 
Angela Peart will meet with U.S. officials to discuss 
technical issues concerning the current HCA draft on the 
margins of the Chemical Weapons Convention November 5-9 in 
The Hague.  Sylvestre suggested the two missions in The Hague 
best coordinate the timing and venue of the meetings.
