Understanding cables

(SBU) On October 25, 2007, Ambassador informed Acting Foreign 
Minister Karasin of the upcoming announcement by Secretary Rice and 
Secretary Paulson of the U.S. decision to designate several Iranian

entities, individuals and banks for their support of terrorism and 
on proliferation grounds (reftel).  Karasin took careful note of the 
U.S. actions and undertook to brief Foreign Minister Lavrov 
(presently traveling with President Putin in Portugal for the 
Russia-EU Summit.)
