Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

Administrative and Budgetary Division Counselor Igor 
Shapovalov, who said that the GOR would consider the 
candidacy of David Walker to the IAAC.  Shapovalov explained 
that "reciprocity" requires that if the GOR votes for Walker, 
the U.S. should support the GOR's candidate in 2008 to the UN 
Advisory Committee on Administrative and Budgetary Questions, 
MFA Administrative and Budgetary Division Deputy Director 
Vladimir Iosifov.
