1. (U) Summary.  The Tripartite Plus Chiefs of Defense met in 
Lubumbashi on October 1-2 to discuss issues brought up at the 
Tripartite Ministerial meeting in Kampala in September (reftel). A

JOINT COMMUNIQUE 
 
3RD MEETING OF THE CHIEFS OF GENERAL STAFF OF THE TRIPARTITE PLUS 
MEMBERS STATES 
LUBUMBASHI, ON 1-2, OCTOBER 2007 
 
At the invitation of the Chief of General Staff of the FARDC, 
Lieutenant General Dieudonne KAYEMBE, the Chief of Defense Forces of 
the Uganda Peoples Defense Forces General Aronda NYAKAIRIMA, the 
Chief of General Staff of the Rwanda Defense Forces General James 
KABAREBE, the Chief of General Staff of the National Defense Forces 
of Burundi Major General Samuel GAHIRO, the MONUC Force Commander 
Lieutenant General Babacar GAYE, and the facilitator represented by 
Lieutenant Colonel Scott BRYSON, US Defense Attache in DRC, met at 
the Park Hotel in LUBUMBASHI, DRC. 
 
THEY DISCUSSED AND RESOLVED AS FOLLOWS: 
 
a.  To strengthen and operationalise the joint verification 
mechanisms in order to effectively deal with negative forces and 
monitor cross border situations. 
 
b.  To encourage meetings of other state structures such as police, 
immigration and local administration in order to strengthen the 
mechanism of the Tripartite Plus. 
 
c.  To formalise meetings of unit commanders operating along common 
borders at various levels in order to deal with border incidents and 
enhance mutual confidence, 
 
d.  The meeting looked at the Joint Planning Cell structure, its 
organisation and operationalisation and approved it. 
 
e.  To hold the next meeting of Chiefs of General Staff in Kampala, 
Uganda in January 2008. 
 
The meeting was held in a free, frank and cordial atmosphere.
