Understanding cables
Every cable message consists of three parts:

ΒΆ1. (U) On October 23 PolOff met with Ben Rutsinga, Director 
for International Organizations at the Ministry of Foreign 
Affairs, to deliver reftel demarche on candidacy of David M. 
Walker for the UN Independent Audit Advisory Committee 
(IAAC).  Rutsinga said the Government of Rwanda would have to 
consider any candidates put forward by other nations, but in 
general Rwanda "wants to support its friends." He declined to 
elaborate.
