SUBJECT: LEAHY VETTING REQUEST: CHIEF OF POLICE URUZGAN PROVINCE 
 
 
1.  This is an action request; please see paragraphs 3. 
 
2.  In order to comply with Leahy vetting requirements, this cable 
forwards the biodata for Juma Gul, recently appointed Chief of 
Police for Uruzgan province.  The United Nations Assistance Mission 
to Afghanistan (UNAMA) has vetted Juma Gul and has found no evidence 
of human rights violations.  Additionally, Juma Gul is a former 
officer with the National Directorate of Security (NDS).  The 
Ministry of the Interior has convened an expedited appointment board 
to ensure Juma Gul goes through the same process as other rank 
reformed officers. 
 
3.  IMPORTANT NOTE:  Juma Gul has been appointed Chief of Police for 
Uruzgan province, a critical southern province currently facing 
tremendous strain from the Taliban insurgency.  Post requests the 
DepaQent's immediate vetting and response at the earliest possible 
date for Juma Gul.  Post greatly appreciates Department's strong 
support for completing this and other recent large ANP vetting 
requests.
