Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

background to the Finnish MFA Unit for International 
Organizations Oct. 24 and followed up by telephone with 
Deputy Director Ilkka Norberg.  Norberg reported that the GoF 
is studying Walker's candidacy closely but has not reached a 
decision regarding which candidate to support.
