Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.

ΒΆ1. (SBU) On September 17, 2007 poloff delivered demarche to 
the Division Chief of the Uzbekistan Ministry of Foreign 
Affairs Americas Desk, Ismat Fayzullaev.  Mr. Fayzullaev 
responded that Uzbekistan is a small country and is not 
generally involved in affairs of the Middle East.  He added 
that Uzbekistan shares a desire for peace in the countries of 
the Middle East, including Lebanon, but that it would be 
difficult to identify funds for the Special Tribunal for 
Lebanon.  He promised to pass the request to more senior 
officials.
