Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.
  • The bottom box presents the body of the cable. The opening can contain a more specific subject, references to other cables (browse by origin to find them) or additional comment. This is followed by the main contents of the cable: a summary, a collection of specific topics and a comment section.

If you find meaningful or important information in a cable, please link directly to its unique reference number. (SBU) On August 27, we delivered reftel points to Riho 
Kruuv, MFA Director for Armament and Strategic Goods 
Control and Kadri Jogi, MFA Middle East Desk Officer, on 
urging support for the consensus package on the Middle 
East resolution.  On September 21, Jogi informed us that 
the Government of Estonia (GOE) abstained from 
supporting the common EU position at the IAEA general 
conference.  According to Jogi, the language of the EU's 
position was too weak, especially in regards to Iran. 
Jogi told us off-the-record that a number of other EU 
members abstained for the same reasons as the GOE. 
Together with these countries, Jogi said that the GOE 
will continue to lobby within EU fora to "toughen up" 
the EU's common position.
