On September 21, PolOff delivered reftel non-paper to the 
Ministry of Foreign Affairs United Nations and Global Issues 
Department Head, Kamen Velichkov via email.  He acknowledged 
receipt of the U.S. priorities, but did not offer any 
comments.  Highlighting the GOB's prior financial support to 
the UN Democracy Fund, United Nations and Global Issues 
Expert Angel Angelov told PolOff that the GOB strongly 
supports the Community of Democracies on September 19.  He 
also said that GOB supports the role of NGOs in democratic 
societies, and noted that Bulgarian NGOs have received funds 
in the past from this initiative.  According to Angelov, the 
GOB is considering sending Deputy Foreign Minister Lyubomir 
Kyuchoukov to the meeting in Bamako, Mali, but will wait to 
see who other countries send.
