Understanding cables

Discussing cables
If you find meaningful or important information in a cable, please link directly to its unique reference number. Linking to a specific paragraph in the body of a cable is also possible by copying the appropriate link (to be found at theparagraph symbol). 1. POLOFF delivered Reftel talking points on "encouraging 
financial contribution to the Special Tribunal for Lebanon" 
to the Ministry of Foreign Affairs.  Ambassador Pedro 
Blandino, the Assistant Secretary for international 
organizations affairs, took our views on board but had no 
immediate reply.  We will report any subsequent Dominican 
response.
