Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

1.  This is in response to USDOC Reftel Action Request for 
pre-license check for application D380495, Asharq Masaood 
International Co. Ltd.  Post has no adverse information on 
the suitability of Asharq Masaood International Co, Ltd. as 
an end-user of the VAPORTRACER2. 
 
2.  ComOff conducted PLC Site visit on September 17, 2007 to 
Asharq Masaood International and Canadian Nexen in Sana'a. 
The complete address for Asharq Masaood is Villa No. 13 St. 
12 of Algiers Street.  ComOff met with Ahmed A. Othman of 
Asharq Masaood and Robert Loader of Canadian Nexen.  The 
VAPORTRACER2 will be used by the Asharq Masaood employees 
engaged as a guard force at the Canadian Nexen Office complex 
at Villa No.131, Hadda Street, Sanaa, Yemen.  The guards are 
professionally trained and vetted through a Yemen government 
system similar to bonding in the US.  There is a suitable 
chain of custody and command regime in place for sensitive 
equipment and the Asharq Masaood management and staff 
understand their responsibilities under US law for 
maintaining control and accountability over such equipment. 
The VAPORTRACER2 will be used by the guards in their 
inspection of vehicles entering the Canadian Nexen office 
complex and vehicles in the visitors' parking lot of the same 
facility.  Post has no adverse information on the suitability 
of Asharq Masaood International Co, Ltd. as an end-user of 
the VAPORTRACER2.
