Understanding cables
Every cable message consists of three parts:

If you find meaningful or important information in a cable, please link directly to its unique reference number. Linking to a specific paragraph in the body of a cable is also possible by copying the appropriate link (to be found at theparagraph symbol). ΒΆ1. PolEconOff delivered reftel talking points on September 5 to Anda 
Orchard, Deputy Director, EU Department of the Ministry of Foreign 
Affairs. Orchard did not have any substantive response, but said 
that she would forward the points to Latvia's Minister of Foreign 
Affairs and to the MFA's Political Director for their information in 
advance of the Gymnich.
