Understanding cables
Every cable message consists of three parts:

ΒΆ1. (SBU)  On September 10, poloffs met with the Ministry of 
Foreign Affairs' Director of International Organizations and 
delivered reftel demarche.  The director responded that the 
GOB is prepared to vote in favor of extending MINUSTAH, 
although he mentioned that the Bolivian government believes 
that more focus should be placed on development.  (Note: 
Bolivia has troops supporting MINUSTAH in Haiti.  End Note).
