1.  (SBU) Kuwait Petroleum Corporation (KPC) CEO Saad 
Al-Shuwaib confirmed to econoff on 24 September that KPC has 
signed a contract with Iraq's State Oil Marketing 
Organization (SOMO) to provide 1.5 million liters of diesel 
fuel per day to support Iraqi power plants.  The USD 150 
million contract is valid for one year.  Al-Shuwaib said, 
however, that SOMO has not yet hired a trucking company to 
transport the fuel.  We will continue to press for movement 
and report developments septel.
