Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

AT UPCOMING IAEA BOARD OF GOVERNORS MEETING

1.  Per instructions reftel, Charge met with Foreign Minister 
Antipas MBUSA Nyamwisi September 12.  Charge went over points 
contained reftel.  Mbusa acknowledged he did not follow the IAEA 
closely as he is currently spearheading a diplomatic offensive to 
secure regional support for DRC efforts against negative forces in 
the east of the country and will soon travel with President Kabila 
to Europe to discuss this and other issues. 
 
2.  Kabila stated, however, that Ministry officials had spoken to 
him about "Iranian intransigence."  He promised to pass on our 
message to the appropriate officials in the Foreign Ministry. 
 
3.  Note for Vienna and New York:  Given Mbusa's preoccupation with 
other matters, we suggest U.S. officials demarche Congolese 
counterparts.
