Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.

Mission has conveyed latest developments reported reftel, 
including proposed text with compromise language in para 9 of 
reftel, to North America Affairs Director Hari Purwanto and, 
separately, to Deputy Director for WMD Matters Andy 
Rachmianto at the Department of Foreign Affairs (DEPLU). 
Pol/C urged Purwanto to consider the new language carefully 
as the basis for a compromise.  Rachmianto reviewed the 
proposed text and told us he would discuss the matter with 
Director Desra Percaya and that DEPLU would send instructions 
directly to its mission in New York shortly.
