SUBJECT: GUINEA ONBOARD WITH MARITIME SCANNING REQUIREMENT

1.  (U) On August 30, per reftel, Econoff met with Mme Olga Syradin, 
Director of Customs, to discuss the 9/11 Act requirement for 
scanning of all U.S. bound containers.  The Director stated that 
currently all outbound containers are scanned, and that she did not 
expect any problems with compliance to the requirements of the 9/11 
Act. 
 
2.  (U) On September 12, Econoff met with Bent Andersen, Managing 
Director of Maersk Line.  Mr. Andersen said that Maersk is the 
largest shipper at the Port of Conakry, handling about 60% of all 
container shipping at the port.  He verified that all outbound 
containers are currently being scanned.  The Managing Director 
emphasized that because exports to the U.S. from Guinea are minimal, 
making up perhaps as little as 1% of the total containers being 
shipped through Conakry, he did not anticipate any compliance 
problems with the requirements of the 9/11 Act.
