Understanding cables
Every cable message consists of three parts:

(SBU) On September 26, Pol Chief delivered reftel information 
and talking points to C. Nii Amon Kotey, Supervising Director 
of the Office for African and African Union Affairs at the 
MFA. Kotey thanked us for the information and said that he 
would have to pass the information to his superiors at the 
MFA and to his colleagues at the MOD before making any 
substantive comment.
