1.  The Department of State has reviewed its files and finds 
that as of July 26, 2007, it possesses no credible 
information of gross violations of human rights by the 
following Rwandan candidates for IMET training:

2.  Post is therefore authorized to forward the following 
verification message:  "Embassy verifies that as of July 26, 
2007, the Department of State possesses no credible 
information of gross violations of human rights by the 
Rwandan candidates for the IMET training listed above.  This 
cable completes the joint human rights vetting approval 
process for the officers cited."  Note that if at any time 
Embassy becomes aware of any information regarding incidents 
which could be deemed to be credible information of gross 
violation of human rights by any personnel involved in this 
training, Embassy should so inform the Department.
