1.  (U) Reftel provided the unit identification and unit 
commander's name for a Rwanda Defense Force (RDF) scheduled 
to participate in ACOTA training prior to deployment to AMIS. 
 Reftel further reported that Embassy Kigali has conducted a 
file check and found no derogatory information regarding 
gross abuse of human rights on the part of the commanding 
officer or unit. 
 
2.  (SBU) Unit - 35th Infantry Battalion, of the 301st 
Infantry Brigade, RDF 
 
Commander - LTC Alexis Kayumba Ngoga, dob 6 Feb 67 
 
3.  (SBU) The Department has reviewed its files and 
determined they hold no credible information regarding gross 
abuse of human rights on the part of the identified unit or 
unit commander.  Embassy is therefore authorized to report 
this information to EUCOM, using this cable as reftel and the 
following language: quote: Embassy reports that, as of this 
date, the Department of State has no credible information 
regarding gross abuse of human rights on the part of the RDF 
35th Infantry Battalion or its commander, LTC Ngoga, selected 
to participate in ACOTA training prior to deployment to AMIS.
