Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

 1. On August 8, PolOff conveyed reftel request and 
information to Randolph Coto, Assistant Director of the 
Disarmament and Terrorist Section of the Ministry of Foreign 
Affairs (MFA) and Guisella Sanchez Castillo, Human Rights 
Director at the Multilateral Policy Section of the MFA. 
 
2. They advised that it is the intention of the GOCR to 
ratify the Nuclear Terrorism Convention (NTC) and to 
implement domestic legislation to comply with the provisions 
of the NTC.
