Understanding cables
Every cable message consists of three parts:

If you find meaningful or important information in a cable, please link directly to its unique reference number. Linking to a specific paragraph in the body of a cable is also possible by copying the appropriate link (to be found at theparagraph symbol). Russia will support re-election of the U.S. candidate to the 
UN Committee Against Torture, Ms. Felice Gear, in the 
election scheduled for October 8, 2007, in Geneva (reftel). 
According to a diplomatic note received on August 23, 
Russian support for the U.S. candidate is dependent upon USG 
agreement to support the Russian candidate to the Committee 
in the election scheduled for 2009.
