Understanding cables
Every cable message consists of three parts:

If you find meaningful or important information in a cable, please link directly to its unique reference number. Linking to a specific paragraph in the body of a cable is also possible by copying the appropriate link (to be found at theparagraph symbol). 1.  As requested reftel, EST contacted the Department of Natural 
Resources to determine who was expected to represent Russia at the 
September 12-13 BSEC Symposium in Istanbul, as no names of 
recommended invitees were provided by Department.  We were informed 
that Ms. Natalya Tretyakova, Department for International 
Cooperation, Ministry of Natural Resources, would most likely 
attend. 
 
2. We have been working to identify an NGO representative or local 
official to invite, and will pass information directly to EUR/PGI 
when available.
