Understanding cables
Every cable message consists of three parts:

ΒΆ1. (SBU) In an August 30 meeting with Dr. Andrej Stritar, 
Director of the Slovenian Nuclear Safety Administration, 
Charge d'Affaires made reftel's points encouraging Slovenia's 
participation in the September 26 meeting in Vienna.  Stritar 
said that Janez Cesarek, from the Department of Radiation, 
would most probably represent Slovenia at the meeting.  He 
also indicated that it was likely that Slovenia would make a 
national presentation on the implementation of the 
resolution.
