Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

On July 27, Post delivered reftel information and comment
request on the petition to list 12 species of penguin as
threatened or endangered under the U.S. Endangered Species
Act to the following three Peruvian officials:  Dr. Angeles
Lazo, Head of the National Institute of Natural Resources
(INRENA); Dr. Doris Sotomayor, Director of Maritime,
Antarctic and Border Issues, MFA; and Elisa Goya, Biologist
with Peru's Maritime Institute (IMARPE).  As instructed, the
GOP will reply directly to the Fish and Wildlife Service.
