Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

If you find meaningful or important information in a cable, please link directly to its unique reference number. Linking to a specific paragraph in the body of a cable is also possible by copying the appropriate link (to be found at theparagraph symbol). 2. (SBU) On August 22, China provided an official reply to 
ref (a) request for China's support for Ms. Felice Gaer's 
candidacy for re-election to the United Nations Committee 
Against Torture.  China offered to support Ms. Gaer's 
candidacy in return for U.S. support for China's candidate to 
the UN Committee on the Elimination of Racial Discrimination. 
 Poloff later clarified with Ms. Lin Wenhua of the MFA's 
Department of International Organizations and Conferences 
Human Rights Division that the Chinese candidate is Huang 
Yongan.  China has previously requested support for Huang's 
candidacy in New York and Washington.
