Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

If you find meaningful or important information in a cable, please link directly to its unique reference number. Linking to a specific paragraph in the body of a cable is also possible by copying the appropriate link (to be found at theparagraph symbol). 1. (SBU) Poloff delivered reftel demarche concerning the UNSC 
DRC Arms Embargo resolution to MFA International 
Organizations and Conferences Department Political Division 
Deputy Director SUN Xiaobo on August 2. 
 
2. (SBU) Sun stated that the Chinese government does not 
support an arms embargo on the government of the DRC, and 
thus the United States and China are "on the same page" 
regarding the resolution.
