Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

ΒΆ1. Per reftel, Pol External Chief provided bio and press 
announcement of Amb. William Swing's IOM candidacy on July 9 
to Dariusz Manczyk of MFA International Organizations 
Department, and also briefed Manczyk orally on the U.S. 
position regarding current DG McKinley's independent 
candidacy.  Manczyk expressed his thanks for the information, 
noting that he had heard that the U.S. intended to nominate 
someone new.  He also stated categorically that Poland on 
principle does not ever support international organization 
candidates who lack the sponsorship of their own government.
