Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.
  • The bottom box presents the body of the cable. The opening can contain a more specific subject, references to other cables (browse by origin to find them) or additional comment. This is followed by the main contents of the cable: a summary, a collection of specific topics and a comment section.

1. (U) Per reftel request, Post provides the following 
background information on ENDA Inter-Arabe.  ENDA and 
co-founder Essma Ben Hamida are well-known to the Embassy. 
Post has no objections to the proposed OPIC guaranty of 
Calvert Social Investment Foundation loans to ENDA. 
 
2. (U) ENDA was founded in 1990 and provides micro-credit and 
training to less privileged Tunisians.  According to ENDA, 
the institution has nearly 50,000 active clients and since 
1995 has given over 200,000 small loans representing a total 
value of 98 million Tunisian dinars (about US $78 million). 
ENDA operates 37 offices throughout Tunisia.  ENDA lists its 
2006 rate of on-time repayment as 96.31 percent.  Post is not 
aware of any allegations of corruption, legal violations, or 
financial mismanagement.
