(SBU) In a meeting with Econoff July 17, Director of Civil 
Aviation at the Ministry of Transport Franc Zeljko-Zupanic 
expressed his support for U.S. points on aviation safety (ref 
A).  Zupanic, who will be attending the International Civil 
Aviation Organization Assembly meeting in September, said the 
Government of Slovenia (GOS) would discuss the possibility of 
co-authorship on the working paper on the Universal Safety 
Oversight Audit Program (USOAP).  In regards to the 
environmental concerns and the European Emissions Trading 
Scheme (ETS) (ref B), the GOS has a position paper that is 
currently going through the clearance process, which will 
likely be made public by the end of July.  Zupanic agreed 
that economic impact and administrative burdens would need to 
be taken into consideration before adopting the ETS.  He 
intimated that the GOS would not be eager to see the ETS 
implemented in the near future, although in the end Zupanic 
declared that the GOS would support the dominant EU position.
