Understanding cables
Every cable message consists of three parts:

ΒΆ1.  (U)  On Monday, July 16 Ambassador met with Rosemary 
Museminali, Minister of State in the Ministry of Foreign 
Affairs and Cooperation, to deliver reftel demarche on a UN 
Security Council resolution that sets an October 1 date for 
the African Mission in Sudan (AMIS) to transition to the 
UN/AU hybrid operation and clarifies command and control.  He 
stressed the reasons for the UN Security Council to agree to 
the October 1 date and for the inclusion of Chapter VII 
language related to civilian and PKO force security and 
protection.  Ambassador encouraged the GOR to consider 
supporting the UNSCR and to use their influence to appeal to 
African members of the UNSC to do the same.  Museminali 
listened attentively and said the GOR would consider the 
issue, but did not make any commitment.
