Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

ΒΆ1.  (U)  On Friday, July 6 poloffs met with Ben Rutsinga, IO 
Director in the Ministry of Foreign Affairs, to deliver 
reftel demarche on Ambassador Swing's candidacy for IOM 
Director General.  While Rutsinga acknowledged Ambassador 
Swing's many contributions to peace in the DRC, and expressed 
general support for his candidacy, he said that the GOR would 
continue to consider other candidates as they were put 
forward.
