Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.

SUBJECT: BSEC OBSERVER STATUS SET TO EXPIRE IN OCTOBER 2007 
 
 
1.  On July 20, the BSEC Permanent International Staff 
(PERMIS) notified us by diplomatic note that the observer 
status of the United States of America with BSEC is due to 
expire at the end of October 2007.  An application for the 
renewal of observer status should be conveyed via diplomatic 
note to the BSEC PERMIS no later than October 15 in order to 
be put on the agenda for the BSEC Committee of Senior 
Officials meeting to be held in Ankara on October 23-24. 
 
2.  We recommend that we apply to renew U.S. observer status 
with BSEC.  Draft response language follows:

The Embassy of the United State of American has the honor to 
request that the observer status of the United States of 
America, which is due to expire at the end of October 2007, 
be renewed for an additional two years.  The United States of 
America places great value upon its current observer status 
and wishes to continue to work cooperatively with BSEC in the 
coming years.
