Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

ΒΆ1.  (SBU) Acting EconPol Counselor met on June 14 with Werner 
Stenzel, the Deputy Head of the MFA's Humanitarian Assistance 
Department, to deliver reftel points.  Stenzel said that, 
unfortunately, Austria would not be able to contribute to 
either the flash appeal for Lebanon or the emergency appeal 
for the West Bank and Gaza.  Stenzel explained that the GoA 
does not have a budgetary item for extraordinary humanitarian 
assistance.  Stenzel noted that the GoA had pledged Euro 1 
million to UNRWA at the January Paris conference.
