Understanding cables

finds that as of June 28, 2007, it possesses no credible 
information of gross violations of human rights by the 
officer below:

CURRRENT ASSIGNMENT:  Rwandan Police Force 
DATE OF BIRTH:  1960 (approx) 
GENDER:  Male 
 
2.  Post is permitted to provide the following statement 
to authorized parties:  As of today, the U.S. Embassy 
verifies that the Department of State possesses no 
credible information of gross violations of human rights 
by ACP Gatete.  Post may cite this cable in response. 
 
3.  If in the future post becomes aware of possible human 
rights violations by the individual listed above, it 
should inform the Department and not proceed with U.S. 
funded assistance.
