finds that as of June 8, 2007, it possesses no credible 
information of gross violations of human rights by the 
military officers below:

to authorized parties:  As of today, the U.S. Embassy 
verifies that the Department of State possesses no credible 
information of gross violations of human rights 
by Majors Ndagano and Ndahiro.  Post may cite this cable in 
response. 
 
3.  If in the future post becomes aware of possible human 
rights violations by the individual listed above, it 
should inform the Department and not proceed with U.S. 
military 
assistance.
