Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.
  • The bottom box presents the body of the cable. The opening can contain a more specific subject, references to other cables (browse by origin to find them) or additional comment. This is followed by the main contents of the cable: a summary, a collection of specific topics and a comment section.
To understand the justification used for the classification of each cable, please use this WikiSource article as reference.

SUBJECT: GOF WILL NOT BAN MON 810 BIOTECH CORN

1. (U) On June 14, the French Biomolecular Committee (the competent
authority for reviewing biotech products) stated that in much as
there was no new adverse information calling into question the
environmental assessment of MON 810, the French Ministers of Ecology
and Agriculture found that no moratorium will be imposed on the
cultivation and harvest of MON 810 corn this year.

2. (SBU) French anti-biotech organizations had called for a
moratorium on all the MON 810 corn planted this year in France on
some 25,000 hectares. We understand that the Prime Minister's
office intervened to mediate between the Ministries of Agriculture
and Ecology. It is interesting to note that this outcome stands in
opposition to German, Austrian and Hungarian decisions to apply
moratoriums on MON 810.
