Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.
  • The bottom box presents the body of the cable. The opening can contain a more specific subject, references to other cables (browse by origin to find them) or additional comment. This is followed by the main contents of the cable: a summary, a collection of specific topics and a comment section.

1.  (U)  Summary:  Chief of Equipment at the Special Force Command, 
the Indonesian Armed Force, Lieutenant Colonel Kuswara Harja 
confirmed on June 7 that he is familiar with the Singaporean firm, 
Golden Opportunity Trade Industry Pte. Ltd. (Golden Opportunity). 
He also confirmed that his office ordered night vision equipments 
listed in reftel from Golden Opportunity through its Indonesian firm 
PT. Matra Perdana Mandiri and the order is the only contract order 
with the company.  End Summary. 
 
2.  We contacted Lieutenant Colonel Kuswara Harja, Chief of 
Equipment at the Special Force Command, the Indonesian Armed Force 
on June 7, to confirm the transaction on application 050040713.  Lt. 
Col. Harja confirmed that he is familiar with Golden Opportunity, 
noting that the company is the bid winner to procure goods detailed 
in reftel.  Harja also confirmed that his office just received night 
vision equipment NPG7-2i from Golden Opportunity in May 2007, 
assembled by the American Technologies Network Corp.  The NPG7-2i is 
the previous model of night vision goggles ordered through Golden 
Opportunity in 2006 (with the Indonesian Armed Force budget of 
2006).  Lieutenant Colonel Kuswara Harja also confirmed that the 
Indonesian Armed Force ordered the exact type and quantity of 
equipment listed in reftel. 
 
3.  According to Harja, Golden Opportunity through its Indonesian 
firm, PT. Matra Perdana Mandiri (Matra) is a supplier for night 
vision equipment for the Indonesian Armed Force.  Harja also 
confirmed that Matra is indeed a registered company in their list. 
He also confirmed that there is no other contract with the company 
except transaction detailed in reftel.
