Understanding cables
Every cable message consists of three parts:

(SBU) On June 28, poloff shared points of reftel demarche 
with Walid Osman, 3rd Secretary at the MFA Office of African 
Organizations.  Osman promised to make USG concerns known to 
the Egyptian delegation currently in Accra at his discretion. 
 Osman could not apprise poloff about the Egyptian position 
on this issue as all MFA officials with substantive knowledge 
of the subject were already in Accra.
