Understanding cables
Every cable message consists of three parts:

 SENSITIVE BUT UNCLASSIFIED.  FOR OFFICIAL USE ONLY. 
 
1.  (SBU) Embassy Baghdad requests country clearance for 
refugee coordinator Rafael Foley to travel to Syria June 20 
to June 22.  The purpose of the trip is to join visiting 
Bureau of Population, Refugees and Migration Office Director 
of Assistance for Asia and the Near East Richard Albright and 
UNHCR on a day trip to Al-Waleed, Iraq, on June 21 (reftel). 
 
2.  (SBU) Foley has a top secret clearance.  He will travel 
with diplomatic passport number 900367871.  His movements 
into and out of Syria will be the same of those for Richard 
Albright.  Foley will inform Embassy Damascus if he has been 
able to obtain a Syrian visa or not before June 20. 
 
3.  (SBU) Embassy Baghdad thanks Embassy Damascus for 
supporting this visit.
