Understanding cables

NOTES ON SEEBRIG

1. (SBU) Post sent a diplomatic note to the Ministry of 
Foreign Affairs (MFA) on June 18 enumerating the revised 
section 505 conditions (reftel) under which the Government of 
Turkey will handle articles and services from the US for the 
purpose of peacekeeping operations within the South Eastern 
Europe Brigade (SEEBRIG). 
 
2. (SBU) The MFA replied on June 22 with diplomatic note 
2007/UNGY/260597 (faxed to PM/PPA Rachel Featherstone) 
notifying the US that the conditions proposed in our note are 
acceptable to the Government of Turkey, specifically Option 2 
language.  The MFA note stipulates that the agreement shall 
enter into force following notification by the Ministry that 
the domestic procedures necessary to bring the agreement into 
force have been completed. 
 
3. (SBU) The MFA clarified to us June 25 that the agreement 
must still be signed by the Council of Ministers, which the 
MFA expects to occur prior to July 11.
