Understanding cables

OF INCIRLIK OPERATIONS 
 
1. Post received a diplomatic note from the Foreign Ministry 
on June 21, 2007, advising that the Council of Ministers 
adopted, on 17 May 2007, Decree No. 12189 extending the 
validity of the bilateral agreement for US use of Incirlik 
Air Force Base as a logistics hub to move non-lethal supplies 
to US forces in Iraq and Afghanistan as well as a base of 
operation for air-refueling operations for US aircraft 
serving Afghanistan and Iraq and for periodic FAA 
Navigational Aid checks of aircraft in Iraq.  Full text of 
the diplomatic note is in para 2.

In view of the UNSC Resolutions No:1483 (2003), 1511 (2003) 
and 1546 (2004), and in the context of the importance that 
the Turkish Government attributes to the independence, 
territorial integrity, stability and security of Iraq and its 
continued commitment of support for the reconstruction of 
that country, as well as for the efforts aiming at providing 
humanitarian assistance to the Iraqi people, the Council of 
Ministers adopted, on 17 May 2007, the Decree No: 12189 
extending the validity of the Decree No:10568 until 22 June 
2008. 
 
The rules and principles to be applied to the US Forces for 
the logistics support activities carried out through Turkish 
sea ports and airports, including the 10th Tanker Base 
Command/Incirlik, remain unchanged.
